EPA investigation into Offensive Odours in Mulgoa Waste Management Facilities

Tanya Davies MP, Member for Mulgoa, has received a briefing from the EPA regarding their investigations into residents’ complaints of offensive odours in the Erskine Park and St Clair areas.

The odours were reported to be coming from waste management and recycling facilities in the general area.

The EPA has undertaken regular odour surveys and has inspected all waste facilities in the area to ensure the facilities are complying with their environmental protection licences.

Since February 2017 the EPA has found a number of procedural and technical issues relating to some facilities and regulatory action was initiated as follows:

  • On the 9th February 2017 an odour survey of the Eastern Creek area was conducted and detected a strong odour emanating from a facility on the Eastern Creek Waste Management Centre on Wallgrove Rd. EPA officers inspected the facility and discovered faulty pollution controls which the licensee was already repairing at the time. These repairs were completed within three days while the faulty equipment was taken offline and the odour discharge directed to alternate treatment.
  • 8th March 2017 the EPA fined Suez Resource and Recovery Pty Ltd $15,000 for equipment and procedural shortcomings at their Kemps Creek facility.
  • 29th May 2017 the EPA fined Suez Resource and Recovery Pty Ltd $15,000 for not complying with licence conditions at their Kemps Creek facility.

The EPA has since issued a draft variation to Suez’s waste processing environment protection licence.  The draft variation has been provided to Suez for comment.

Suez was also instructed to cover all outdoor compost materials to minimise odour emissions.

The EPA will continue to take regulatory action and tighten the licence conditions of waste facilities in the area to address potential sources of the offensive odours.
